it's hardcoded and not changeable that VIPs can't buy any weapons. but maybe you can use cs2d cmd equip to assign weapons to a VIP. I'm not sure, you have to try it.

and it is possible to allow him buy - by LUA menus

So no, it's not possible to disable the fact that VIP's cannot buy anything in CS2D with normal settings adjustment via the console or CS2D's server options.
