Satanichia: No, I normally don't check servers. Everyone can freely host servers. Server owners are fully responsible for their servers. Unreal Software is not responsible in any way for whatever happens on or with game servers.

Only if people misuse the Quickplay tag ([Q]) or when they flood the server list with too many servers I sometimes ban their server IPs from the USGN. The servers however are still there then. They are just not listed.
