DC told somewhere about why this issue happens. Let's see, so you will get an opinion why this happens: DC has writtenThe message means that the game failed to send a message to its destination. It tried 20 times but didn't receive any acknowledgement from the recipient. It will therefore stop trying to deliver that message, assuming that the recipient won't answer.
This message can appear when a client which was connected to your server didn't shut down / disconnect properly. You normally don't have to worry/care about it.
It's actually not intended that this message is displayed to you at all so just ignore it.

In other words, you don't need to be worried about this issue, since it doesn't affect/impact badly your server at all.
