You cant say that one program is better than the other one to create simple 2d drawings. All of the listed programs are fine to draw skins. It's more like how your skills are and how familiar you are in the usage of each program. I personally prefer photoshop because i am used to it but you can create exactly the same skin with every other program.

Btw. I wouldnt buy photoshop just to create some simple skins its way too expensive for those stuff, you'll regret it someday. The advantage of paint.net and PaintTool SAI is that they're free so you should better use these.

We don't know what you can do and how you can work, if you ask us we'll post our opinions for ourselves, for me being MS Paint and I doubt you'd pick it. I would understand if you would ask for more options, more ways / programs that would help you on make 2D skins.

It heavily depends on yourself. Do you prefer simplistic software? Or a fochton of unnecessary tools? My best commendation is MS Paint and Paint.NET for newbies. I, myself changed from MS Paint XP to Paint SAI.

@user Kirito2K: if you have ps cs6 already but dont know how to use it properly because it got a shitload of functions and tools (which arent needed for the stuff you'll create) i suggest you to use another software or watch a bunch of photoshop tutorials. Keep in mind that there are about 1000 of ways to get your finished image in photoshop, it's easier to start creating skins with a more simple software as they're pretty limited in the way you can create your drawings

Photoshop is commonly for photo manipulation software and meant to edit pictures and stuff. A more suitable Adobe software for drawings are Illustrator. Having an advanced thing doesnt mean that you should use it just for a 2D sprite. I also have CS6, but I favor SAI.

In the end, its up to you.

Well, this is only up to yourself to see which program may fit for you to make skins. I'd rather choose Paint.NET than Photoshop because Photoshop is hard for beginners, so Paint.NET it may fit for you.

I think Easy PaintTool SAI requires "Software License" for further use after 31 days. Well I prefer Paint.NET but basically it's based on your need and comfort to the program that you use.

I really don't see any problem using Gimp as a beginner. There's actually no difference at all if he uses Ms Paint to make skins or Gimp because hes doing the same at both programs. It's not harder to draw at Gimp or something. And if he wants to create anything more advanced he already knows how Gimp works.

At home I use Inkscape + Paint.NET
At work, I use Corel Draw + GIMP (or extremely rare Photoshop)
Recently I work only with PNG format. It allows you to use many of features of alpha channel.
