And yes, there is no effective way of stopping a DoS.

Can add something like :
When some one register in website he can't use the forum until he get verified by Admin/mod . So if he was fake/multiacc/spam will be rejected ..
Of course DoS attacks are another story. They can't be stopped by banning accounts as you don't even need an account for a DoS attack. Simply start a script kiddy tool and you can kill nearly every little website you want. Of course this is totally illegal but it is hard to actually find the responsible persons and to sentence them, especially when they are from another country. That's why every idiot does it without fearing the possible consequences. In Germany you can get imprisioned for up to 5 years for such attacks.
In this particular case the attack is probably caused by
Sisla. He got temp banned for flame comments (I don't know why he wrote those) and probably got pretty mad. It's stupid and incredibly selfish of him that everyone who uses the website and who plays CS2D has to suffer just because that single little person is mad about something.
