It is to check that the mail acc is active, so that you can contact the user as admin (e.g. because he broke a rule) directly. It is also important that other users can rely on the email-adress because we haven't got a PM system

your host must allow you to setup own mail adresses.
If it does, there will be probably a tutorial in the howto area of your hosters homepage.
but most free hoster doesn't allow own adresses, there will in most cases only one for sending via script, but no receiving.
