Can I create a dedicated server without need Direct3D?

no directX/direct3D and a direct3d graphicscard are required. Reinstall directX and/or the graphicscard drivers when you have problems or try another driver

And you have to start a deticat server with D3D, cuz you need to start the game.

As far as I've understood the text that Goldenluke has linked to, the dedicated server is remote-controlled by the cs2dn.exe. So what one would need to make it run without loading the game would be a small command program replacing that part of cs2dn's code. A console that sends to the server what one types.
But perhaps that would be all for not - is a cs2dn server compatible to cs2d clients without "n" at all? Can anyone tell?
I haven't got a clue.

You can start a server with the cs2dn deticated tool (its not released now) without starting the game. But at the moment you only see the server lisent when you have a cs2dn client, and you cant connect, you only see the server, so it dont work. And i know a version wich is newer as the link from GoldenLuke

I think such an tool will be never released for CS2D because DC dont work on this game anymore, so you have to use a modification of CS2D when such an tool is released.
